Sue Perkins: "Would you be able to talk to a girl in the street the way you talk to the maid?"
Japanese Man: "してはいけないんで、ルールなんで、ルールなんでしないですね"(We must not do that because there is a rule, I wouldn't do that because of the rule.)
I think what Sue meant was if he would be able to talk to girls, in general, in the street. But I can guess from his answer that the translator/interpreter asked him if he could (allowed) to talk to the maid girl in the street when she's not working.
